Bulletin #18: AISC Update April 2022 Meeting

The Australian Industry and Skills Committee (AISC) held its 45th meeting on 12 April 2022.

As 2022 progresses, the Committee continues to play a vital role in supporting Industry Reference Committees (IRCs) to ensure continuity and stability of the VET system during the transition to the new arrangements.

Project Policy Issues related to Training Packages:

    •  Update on MEA Aeroskills Project – Stage 2 (Alignment with Civil Aviation Safety
       Authority (CASA) Regulations)
    •  Revisions to the IRC Operating Framework
              Update on Review of Mandatory Workplace Requirements (MWR)
                – Report and Guidelines
              Mandatory Workplace Requirements (Good Practice Guide) 
                On the Mark: 5 Good Practice Principles is approved and released.
            ○ Case for Change (CfC) and Case for Endorsement (CfE) templates have been
               updated to ensure that the requirements for, and evidence in support
               of MWR are clear.

    Together, the MWR Good Practice Guide and the changes to the CfC and CfE templates
    aim to improve users’ understanding of and satisfaction with training products.
    They form part of several actions the AISC has undertaken to support students,
    RTOs and employers in relation to the inclusion of MWR in training products.
    The updated templates (CfC and CfE) should be used for any training products
    going to the AISC from August 2022 onwards.

   •  CPC Construction Plumbing and Services Training Package – Silica Safety Project
              Companion Volume to have further detailed instructions within to support
                the safe delivery of training, in particular workplaces that clean-up dust and slurry.
              If proposed units are endorsed (housed within three existing CPC qualifications),
               AISC recommends industry clusters in the construction industry (and any other
               sector where workers are exposed to crystalline silica) should carefully consider
               the merits of importing these units into relevant qualifications to ensure
               all affected workers are supported to work safely in this area.

Approved the training products for endorsement
   •  2 new units of competency
   •  1 new skill set (non-endorseable)

SIT Tourism, Travel and Hospitality Package V2.0 – Hospitality and Events
Approved the training products for endorsement
   •  23 updated qualifications
   •  26 updated skill sets
   •  173 updated units of competency

UET Transmission, Distribution and Rail Sector Training Package Release 3.0
Approved the training products for endorsement
Project A:   Transmission Structures
   •  1 updated qualification
   •  3 updated units of competency
   •  2 deleted units of competency

PUA Public Safety Training Package Release 4.0 – National Recovery Training Program
Approved the training products for endorsement
   •  1 updated qualification
   •  1 new skill set
   •  3 new units of competency

Case for Change:

   •  UET Transmission, Distribution and Rail Sector Training Package – Powerline Safety
     Approved to proceed to training package development

   •  CPP Property Services Training Package – Security Training
     Not Approved to proceed to training package development

   •  POL Police Training Package – Police Community, Liaison and Forensic Investigation 
     ​Approved updates to the following three qualifications:
      ○  Certificate II in Community Engagement
      ○  Certificate III in Police Liaison
      ○  Certificate III in Aboriginal Community Policing

     ​​Not approve updates to the following two qualifications:  
      ○  Diploma of Forensic Investigation
      ○  Advanced Diploma of Forensic Investigation
